SUMMARY: This position is assigned to the Idaho Office of Emergency Management (IOEM), within the State of Idaho – Military Division. It functions within, and in support of, the Idaho Public Safety Communications Commission (IPSCC). The IPSCC is the Governor’s designated advisor body on public safety communications and serves as the vehicle to distribute grants funded by the 911 access line fee. The primary purpose of this position is to provide technical support for budget analysis, budget administration and grants management. MILITARY DIVISION MANDATORY QUESTIONS: (1) Except for minor traffic offenses, have you ever entered a plea of guilty, no contest, or had a withheld judgment to a felony offense? (2) Do you certify that I am a U.S. citizen, permanent resident or a Foreign National with authorization to work in the United States? MANDATORY REQUIREMENTS: (1) Must have and maintain a valid and unrestricted state issued driver’s license (from any state). Provide your driver’s license number, issuing state, license expiration date, and the full name specified on the license. ( Do not provide a copy of your driver’s license.) (2) Must have, or be eligible to obtain, and maintain a favorable T1 Federal Background Investigation. If a selected candidate does not have a current favorable T1, as a condition of employment he/she must submit to the investigation process immediately upon hire/appointment. (At a minimum, a favorable suitability determination by the State Security Manager is required prior to appointment into this position.) (3) Must be willing to travel by all modes of transportation and stay overnight at destinations for moderate periods of time. Substantial work-related travel is required for this job (approximately 50% of work time). REQUIRED EXPERIENCE: Must have 18-months of experience performing work related to the knowledge requirements below. Submit a paragraph for each knowledge requirement that demonstrates the required experience and describes competence in applying the knowledge. Education and training may be used to offset experience. (1) Knowledge of a wide variety of interrelated steps, conditions and procedures or processes required to assemble, review and maintain complex budget and financial transactions. (2) Knowledge of various budget and financial regulations, laws and requirements to ensure compliance and recommend action. (3) Knowledge of automated budget systems to reconcile errors that require an understanding of nonstandard procedures or to provide assistance in the development of automated procedures for clerical operations. (4) Knowledge of extensive and diverse budget regulations, operations and procedures governing a wide variety of types of related transactions to resolve nonstandard transactions, complaints or discrepancies, provide advice or perform other work that requires authoritative procedural knowledge.
