**Project Summary:**
This role provides technical leadership to the Individual Partnerships and Payment Solutions (IPPS) team, supporting the migration of legacy programs—including PYVC, Apprenticeship Grants, and Coal Workforce Transition Program—from the Common System for Grants and Contributions (CSGC) system to the modern Individual Grants and Contributions System (IGCS). The position involves hands-on responsibility for design, deployment, configuration, system integration, and infrastructure testing, including load, stress, performance, and scalability assessments. The legacy system’s outdated technology and rigid architecture limit flexibility and efficiency, lack compliance with web accessibility standards (WCAG), and have a dated user interface.
**Tasks & Responsibilities:**
+ Develop and implement technical architectures, frameworks, and strategies using C#, .NET 7, and Visual Studio 2022 (v17.4+).
+ Design, implement, and optimize solutions using Entity Framework, Razor Pages, and the WET template, following software development best practices.
+ Develop and test APIs using REST Client Visual Studio Extension and .NET SDK, ensuring seamless system integration.
+ Manage code quality, collaboration, and version control using Git, including code reviews and documentation standards.
+ Oversee migration of legacy systems to modern architectures, integrating and optimizing databases with Oracle Client 64-bit (19CR364) and Oracle SQL Developer.
+ Evaluate alternative technology solutions, addressing performance, scalability, and integration challenges.
+ Collaborate with cross-functional teams to meet project specifications and deliverables.
+ Implement automated testing frameworks and CI/CD pipelines to improve software quality and delivery efficiency.
+ Establish performance metrics and monitoring tools to optimize production system reliability and scalability.
+ Provide technical leadership, mentoring team members in coding, architecture, and best practices.
+ Facilitate knowledge transfer through training, code walkthroughs, and documentation.
**Key Deliverables**
+ Develop and document technical architectures, frameworks, and strategies ensuring proper API integration.
+ Deliver comprehensive documentation for IGCS API calls, integration processes, and outcomes.
+ Assess hardware and software performance, identifying potential limitations and optimization opportunities.
+ Review existing architecture and propose improvements for future system releases.
+ Lead and document complex code implementations, ensuring best practices are followed.
+ Collaborate with cross-functional teams and provide knowledge transfer through training and documentation.
**Mandatory Qualifications:**
+ 5+ years of recent experience as a Software Architect, Application Architect, or similar role.
+ 5+ years in C#/.NET (7.0) development using Visual Studio 2022 (v17.4+), Entity Framework, Razor Pages, and the WET template.
+ 2+ years using REST Client Visual Studio Extension, .NET SDK, and Git for development, testing, and version control.
+ 2+ years working with Oracle databases using Oracle Client 64-bit (19CR364) and Oracle SQL Developer.
+ Must currently hold a valid Reliability Security Clearance and have previous Federal Government experience.
+ Must have a University Degree or College/CEGEP Diploma related to Computer Science, Information Technology, Engineering or similar from a recognized post-secondary institution.
