PDS Japan HSSE Manager

(HSSE: Health, Safety, Security & Environment)

About the Role

We are seeking an experienced HSSE Manager to lead safety management strategy for PDS Japan, ensuring alignment with JLL Global standards while integrating local regulatory requirements and Japan-specific safety culture.

This role will elevate our project management and construction services to industry-leading safety standards.

Key Responsibilities 

Develop and implement comprehensive safety management strategy across PDS Japan operations

Lead HSE team development and participate in global/regional HSE meetings and reporting

Execute site safety audits (SEV) and global project audits (JCAP) with detailed reporting

Manage incident reporting systems and ensure compliance with safety data management protocols

Design and deliver HSE training programs, safety conferences, and educational materials • Maintain regulatory compliance including Construction Business Law and Industrial Safety and Health Law

Support HSE content development for RFPs and business proposals

Provide guidance to on-site safety management personnel across construction projects • Drive operational efficiency through enhanced data analysis and reporting capabilities

Required Qualifications

10+ years safety management experience in construction/project management (5+ years management experience preferred)

Strong knowledge of Japanese regulations (Construction Business Law, Industrial Safety and Health Law) and international standards (ISO 45001/9001/14001)

Proven experience in risk assessment, incident response, and compliance audit management

Business-level English proficiency for global coordination and reporting

Strong leadership, stakeholder management, and team development skills

Proficiency in data analysis and MS Office applications

Bachelor's degree or higher

Preferred Qualifications

Construction-related national certifications (First-Class Architect, First-Class Construction Management Engineer)

Experience with change leadership and multicultural team environments

求める経験・スキル

 建設・プロジェクト管理分野での安全管理経験 10年以上（管理職経験 5年以上推奨）

建設業法、労働安全衛生法、国際規格（ISO 45001等）への深い理解

リスクアセスメント、事故対応、コンプライアンス監査の実務経験

ビジネスレベルの英語力（グローバル連携・報告業務必須）

マルチステークホルダー環境での調整力とリーダーシップ

データ分析スキルと MS Office 等 IT 活用能力

資格・学歴

4年制大学卒業以上

一級建築士、一級建築施工管理技士等建設関連国家資格保有者優遇
